Detailed report on the I Interregional Seminar of the Association of Organizations Working in the Sphere of Newborns Abandonments Prevention.

7 organizations, which are members of the Association, took part in the seminar. They are from 7 regions of Russia Federation: Novosibirsk region, Tumen region, Volgograd region, Kaluga region, Buryatiya Republic (city Ulan-Ude), Altay krai (town Biysk), Tatarstan Republic (city Kazan).
Opening speech was given by NFPCC President Marina Oskarovna Egorova.
In her opening speech Marina Oskarovna touched an urgent for the system of social protection of childhood topic about the standardization of the service and emphasized that NFPCC is working on the standard of the service of newborns abandonments prevention. “You can become a vanguard of the help to families and children. The work on the standard will provide a precise algorithm of work with every concrete case, and the responsibilities of each side will be fixed. The standard of the service secures quality, which provides guarantees to a child’s family. Creation of the standard of the service will allow to propose at a state competition the interdepartmental service of newborns abandonments prevention”, she explained.
The experience of regions:
Every representative of the regions was given a chance to share their experience, to tell about their programs. Key figures, representing up-to-date achievements in the sphere of newborns abandonments prevention, had also been presented.
--- Nongovernmental Center of Support to Families and Children, Novosibirsk:
- 2008 – 19 abandonments were prevented out of 40 signals
- 2009 – 38 abandonments were prevented out of 127 signals
- 2010 – 56 abandonments were prevented out of 141 signals
--- Volgograd regional center of social help to families and children “Family”, project “Mother +”
- 2010 – 29 abandonments were prevented out of 85 signals
--- Center of social help to families and children “Gaile”, Kazan
- 2010 – 23 abandonments were prevented out of 36 signals
--- Center of social help to families and children “Maria”, Tumen.
- 2009 – 8 abandonments were prevented out of 44 signals
- 2010 – 19 abandonments were prevented out of 60 signals
- 2010 (11 months) – 24 abandonments were prevented out of 65 signals
--- Republican Perinatal Center of Buryatia Republic, city Ulan-Ude.
- August 2009 – October 2011: 57 abandonments were prevented out of 111 signals
Thereby these organizations from 7 regions of Russia managed to prevent 273 abandonments in the period of 2008-2011.
Economically speaking, the upbringing of a baby in a children’s home costs in average around Russia 30 000 rubles (about $ 1 000) per month. Thanks to the work of the organizations in 7 regions of Russia, at least 8 190 000 rubles (about $ 256 000) of budget money was saved a month. This sum the state must have spent for the keeping of children in children’s homes for only a month, if this service hadn’t existed.
Techniques of work of the regions is based on the elimination of reasons for baby abandonment and on the saving a child in his or her family by assisting the family in solving its critical situations. The experience of all regions shows that the main factors of newborn abandonment are the following: break off in the relationship with the father of the child, lack of support from close relatives, lack of a place to live in, social and legal insecurity, psychological exhaustion as a result of a protracted crisis, illness of the baby. It’s important that we can work with all these cases, which is proved with the experience of all organizations.
Practical experience of the specialists also shows that, despite formed stereotypes, women who want to abandon their baby are not always asocial. For example the figures of Nongovernmental Center of Support to Families and Children in Novosibirsk show the following: for the period of 2008-2010 304 women were detected: 100 were with asocial behaviors, 204 were with normal behaviors.
In the second part of the seminar participants discussed the lines of activity in the sphere of the newborns abandonments prevention, the ideology of work of services of the abandonments prevention, the algorithm of activities of specialists and their competences. It was important to the participants to come to an agreement and from a united position and a vision regarding this problem. All the important issues on these directions were designated by Aleksandra Mikhailovna Marova, president of Association, during the discussion of the standard of the activities.
Participants were provided with the opportunity to get legal counseling from the head of Legal Department of Administration of Children’s Rights of the Office of the Commissioner for Human Rights in RF, Vikhrova Irina Vyacheslavovna. The main issues, which were interesting to the participants, touched questions of execution of documents for guardianship by close relatives of a child, matters of acquiring housing by orphans and issues connected with getting alimony for the child. It was important for the participants to have the opportunity to receive consultations of representative of the Office of the Commissioner for Human Rights in RF in the future.
As a result of the work of the seminar a detailed plan of the work for the year 2012 was elaborated, the main goal of which was to help members of the Association in improving the quality of the activities on the newborns abandonment prevention. The plan of work includes a whole range of activities important for specialists: educative seminars and trainings, necessary methodological support, replication of successful experience to other regions, generalization of a successful experience in methodological works and materials.
Summing up the results, the participants of the seminar came to the conclusion, that although the work in the sphere of abandonments prevention in Russia is actively developing, there are still many things to be done. In its turn, the Association assumes responsibility for the implementation of the program, which was elaborated as a result of the meeting.
